Principal Manager, Procurement Enablement & Contingent Workforce

• Lead a team of 4 Procurement Enablement and Contingent Workforce program managers.
• Manage all Procurement related systems and enhancements including Oracle P2P, Ironclad CLM, Pursuit RFP, Airtable Savings Tracker, and AI tools.
• Deliver on Procurement intake transformation by designing and deploying AI-driven conversational and autonomous agentic intake systems.
• Redesign the Contingent Workforce process to provide a faster hiring journey for Contingent Workers.
• Oversee the Contingent Workforce program and governance, managing the VMS and its global expansion.
• Develop the global Contingent Workforce supply chain through cohesive strategy.
• Lead cross functional collaboration between AP, Accounting, Security, Privacy, Audit, IT, and other functions.
• Drive Procurement Policy simplifications and enhancements.
• Lead cross functional training and enablement for hiring managers globally and Procurement stakeholders.
• Track and manage preferred supplier list.
• Develop external supplier landing page with relevant tools and guidelines.
• Partner with Twilio sustainability team to report on supplier GHG emissions.
• Simplify POC and NDA processes into a centralized workflow.
• Partner with Procurement Legal for contracting requirements in new processes.
• Implement automated KYS screening for vendors and carriers globally.

• 12+ years of experience managing procurement systems, S2P processes, and ITV/contingent workforce programs.
• Familiarity with ERP redesign, notably Oracle Cloud Procurement.
• Strong understanding of implementing Procurement agentic solutions.
• Participation in Contingent Workforce redesign with knowledge of VMS systems.
• Successful cross-functional leadership and collaboration.
• Experience in requirements gathering, analysis, design, and implementation methodologies.
• Independent execution ensuring procurement efficiency.
• Contracting fundamentals with ability to manage related processes.
• Knowledge of Netsuite, Coupa, or Oracle Cloud advantageous.
• Strong project management and communication skills.
• Bachelor's Degree or equivalent experience.

Pay range: $141K - $208K
